Overview
**Westbrook, MN has not adopted the MN State Building Codes. **
Per a conversation with PLRB on June 5, 2019, with Katie Steen, City Clerk, Westbrook, MN does not enforce MN State Building Codes. The Minnesota State Building Code Jurisdiction Directory, under the umbrella of MN Construction Codes and Licensing Division, confirms this.
**However, within Chapter 4 (Construction Licensing, Permits, and Regulations), § 4.01, subdivision 4A (Building Code) states the 2007 MN State Building Code was adopted; § 4.05 (Building Permits Required) contains a requirement for a building permit to be obtained for new or existing structure or building being constructed, altered, repaired or altered.
The State Building Code is the standard that applies statewide for the construction, reconstruction, alteration, and repair of buildings and other structures of the type governed by the code. Minnesota Statutes Anointed § 326B.121-1(b) states: "The State Building Code supersedes the building code of any municipality." Minn. Stat. Ann. § 326B.121-1(b) (State Building Code).
